Senator Lincoln moved and asked unanimous consent that CS FOR                  
HOUSE BILL NO. 51(RLS) am An Act relating to the Department                    
of Environmental Conservation; amending Rules 79 and 82, Alaska                
Rules of Civil Procedure; and providing for an effective date have             
an additional referral to the Resources  Committee.  Senator Halford           
rose to a point of order.  Senator Lincoln moved and asked                     
unanimous consent that she be allowed to withdraw her motion.
